Abstract

Social conflict associated with extractive activities constitutes a challenge for territorial governance in Peru, especially in departments with mining operations and persistent demands concerning water, the environment, and territory. This study compared the social conflicts recorded in Puno and Cajamarca during 2024. A quantitative, descriptive, comparative, and nonexperimental study was conducted using the 12 monthly reports issued by the Ombudsman’s Office. The unit of observation was the department-month, and the case-month indicator was used to measure conflict persistence. Puno accumulated 200 case-months, with a monthly average of 16.7, whereas Cajamarca recorded 72 case-months and an average of 6.0. Active conflicts represented 89.5% of the records in Puno and 62.5% in Cajamarca. Socio-environmental conflicts predominated at year-end, although Puno exhibited greater thematic diversity. The findings indicate that both departments require differentiated strategies for prevention, dialogue, environmental monitoring, and intergovernmental coordination, consistent with their respective territorial and institutional configurations and the particular dynamics of their regional mining activities.
